Our History

The Cauayan City Water District was established by virtue of PD 198 otherwise known and referred to as “ The Provincial Water Utilities Act of 1973”. It originally started as two (2) Rural Waterworks and Sanitation Association (RWSA) namely the Turayong RWSA and San Fermin RWSA. These water systems, were constructed courtesy of the United States Agency for International Development (USAID) funds thru the defunct Rural Water Development Council (RWDC) which is the regulatory and supervisory agency of RSWA's. The two (2) water systems started operation on July 1, 1988 with two reservoirs and two deep wells located at Turayong Water System and San Fermin Water System respectively. Consequently, management of these two water systems was merged into one which gave rise to Metro Cauayan Water District, duly registered with the Department of Trade and Industries. This was undertaken upon the suggestion of the late Hon. Faustino N. Dy, then the Provincial Governor of Isabela, in fact, antedating Executive Order 24, dated January 30, 1987, issued by the late President Corazon C. Aquino, effectively abolishing Rural Water Development Council (RWDC) and transferred its functions to Local Water Utilities Administration (LWUA).


In line with the program of then Mayor of Cauayan City, the late Hon. Benjamin G. Dy, that is “Unity for Development and Progress”, the Metro Cauayan Water District organized the Federation of Isabela Rural Water Works Sanitation Association (FIRWASA) with the objective – to have unity of purpose and action, and share training of RWSA employees of member water systems, to wit, Aurora RWSA, Gamu RWSA, Jones RWSA, Naguilian RWSA, Minante 1 RWSA, and Cauayan RSWA. The Metro Cauayan Water District, whose employees were trained by LWUA and shared and cascaded the same training to the other water systems under FIRWASA.


The MCWD which later evolved into what is now called the Cauayan City Water District (CCWD) was organized pursuant to Board of Directors Resolution No. 27 Series 1997 and Conditional Certificate of Conformance No. 183 issued by LWUA breathing into it its corporate life, the CCWD further animated its public responsibility thru the stewardship of the late Mr. Vicente D. Talosig, the Chairman and General Manager, the Members of the Board of Directors Mrs. Patria Q. Uy, Dr. Mariano C. Alera (deceased), Amor G. Sabas, Nestor Daquioag (deceased), with a lean organization of 9 employees to service some 1,000 connections from 5 Barangays.

The Cauayan City WD cognizant of the lifegiving preciousness of water prides itself as the leader and spearhead in the efficient provision of water and its conservation as a valuable natural resource, and the lead entity entasked with sanitation and sewerage concerns serving as the shining exemplar of dedicated corporate entity and public utility and government service steward.

Mission

To service the need of the community for potable, safe and premium quality water in sufficient quantity and to promote sanitation and sewerage services with the least minimum of operational downtime, manned by employees of high caliber and high degree of professionalism under a corporate structure that allows maximum effectiveness and efficiency and ensures customer satisfaction to the highest level possible

DIR. RANIETA A. ERCILLA

Chairman

Director Ranieta A. Ercilla currently serves as a Board Director at the Cauayan City Water District, representing the Women Sector. A graduate of Bachelor of Science in Commerce, major in Management from St. Louis University Baguio, she holds both Career Service Subprofessional (1997) and Professional (2004) Eligibility.


Director Ercilla is a recognized community leader. Her active participation in social and charitable work, including serving as President of the CCGLO-Marabulig 2 Chapter (a chapter of the Cauayan City Green Ladies Organization), led to her being named Outstanding Women Leader of Cauayan City in 2023. Additionally, she is also a member of the Maharlika Court No. 26 Order of the Amarant, which led to her being Most Outstanding Matron. She is married to Prosecutor 1 Ferdinand D. Ercilla of the Office of the Provincial Prosecutor.

Director Dela Cruz earned her degree in Bachelor of Science in Business Administration - Major in Marketing in 1988. She earned her Master of Arts in Education in 2010. Director Dela Cruz is currently serving as the President and Directress of Children of Lourdes Academy Cauayan Inc.

Director Galapon is a Graduate of Bachelor of Arts in Political Science from the University of the East (1975) He became a professional teacher in 1984. In 1998, he earned a Master's degree in Education and in 2006, he received a PhD in Education.


He passed Civil Service Professional examination in 1986, and in 2000, he passed the examination for Career Service executive eligibility. From 1998 to 2000, they served as Vocational School Superintendent II at Cauayan Polytechnic College. He then became the Executive Director of Isabela State University - Cauayan Campus from 2000 to 2003.

Director Guzman has dedicated his life to public service. He earned his degree in Bachelor of Arts - Major in Economics from the University of Santo Tomas (1972) and Master's degree in Public Administration and in 1975, he passed the Career Service Professional. In 1995, passes the examination for Career Executive Service. In 1999, he was able to successfully complete the four-stages of the CES Eligibility Examination Process and was conferred the Career Executive Service Officer.


Director Guzman has held a number of positions in the public sector, including City Councilor (2013-2017), Sr. Research Assistant Local Government Center at the University of the Philippines – College of Public Administration (1976-1978), Department Manager III – Land Bank of the Philippines (1978-2005), Supervising Administrative Officer at Provincial Capitol Isabela (2007-2008), and past president of the Rotary Club of Cauayan.

Engr. Artemio A. Quintero is a dedicated and experienced engineer who has been with the Cauayan City Water District for over 27 years. He started his career as a pipefitter and was promoted to Accounting Processor A in 2000. In 2001, he was appointed as General Manager, a position he has held ever since. He is a graduate of BS Mechanical Engineering from the University of the East. He also passed the Civil Service Exam and the Mechanical Engineer Board Exam in 1982. He is a highly skilled and knowledgeable engineer with a wealth of experience in the water industry. He is a respected member of the water industry and is known for his commitment to providing safe and reliable water to his community He is also a strong leader and manager who has been instrumental in the success of the Cauayan City Water District.

    About This Division


    The Human Resource Division handles the recruitment, selection, and placement of employees. It keeps personnel records updated and secured. The division implements programs for employee rewards and recognition and ensures the proper release of benefits and incentives.


    It monitors the district’s performance management system and oversees employee development through training and seminars. Lastly, it ensures compliance with laws and regulations related to personnel matters.

    About This Division


    The Customer Accounts Division is responsible for maintaining and updating records of all concessionaires. It manages billing processes, including the preparation and issuance of water bills, as well as the recording of payments and penalties. The division handles transactions related to new service connections, reconnections, and disconnections.


    It also ensures the accuracy of customer accounts and keeps all billing and account information up to date for efficient service and proper monitoring of customer records.

    About This Division


    The Construction and Maintenance Division conducts surveys, investigations, and feasibility studies for water supply systems and mainline expansion. It manages installation, repair, and maintenance of pipelines, service connections, and related structures.


    The division also handles civil and architectural works, prepares project documents, and performs leak detection and re-piping activities. It formulates strategies to reduce non-revenue water and ensures efficient water distribution and emergency repairs

    About This Division

    The Water Resources Division oversees watershed rehabilitation, reforestation, and park maintenance. It plans and implements programs for the development and protection of water resources.


    The division ensures continuous supply of safe and potable water, maintains records of production and equipment, and sets maintenance and safety schedules. It is also responsible for operating valves and managing the water distribution network.

    About This Division

    The Accounting Division supervises all accounting-related activities, including budgeting, financial reporting, and recordkeeping.
