Cauayan City Water District Marks 38th Founding Anniversary
The Cauayan City Water District celebrated its 38th Founding Anniversary on June 29, 2026, at the Isabela Convention Center (ICON) in Cauayan City, gathering employees, officials, partner institutions, and distinguished guests in a day of thanksgiving, recognition, and celebration.
The anniversary celebration was graced by PAWD President GM Ma. Socorro R. Paluga; Atty. Lindley C. Santillan, LWUA Chairman of the Board of Trustees; GM Susan Q. Sison of Villasis Water District; GM Engr. Carlos N. Santos, Jr. of Santa Maria Water District; and Cauayan City Mayor Caesar “Jaycee” S. Dy, Jr.
The celebration started with a motorcade at 8:00 AM, followed by the formal program at 10:00 AM. The official festivities began with an opening performance by the ISU Cauayan City STEPS Dance Troupe. This was followed by the opening remarks of CCWD General Manager Engr. Artemio A. Quintero and the welcome message of CCWD Board of Directors Chairperson Ranieta A. Ercilla.
CCWD employees also showcased their talents throughout the program. Job Order employees added color to the celebration through an intermission number, while newly promoted and newly appointed employees presented dance performances that highlighted their version of the novelty song “Ikembot Mo.”
In her inspirational message, PAWD President GM Ma. Socorro R. Paluga encouraged CCWD employees to continue upholding their commitment to public service and to the delivery of better and more reliable water services for the community.
A key highlight of the program was the presentation of Loyalty Awards to employees who have rendered years of dedicated service to the District. Virgilio G. Javier was recognized for 25 years of service; Airome Rodente R. Augustin for 20 years; Darwin D. Viloria, Lewyn C. Bala, and Jeffrey V. Andres for 15 years; and Ruel A. Alpecho for 10 years of service.
The event also featured a special dance performance by General Manager Engr. Artemio A. Quintero, who entertained the audience with his “Achy Breaky Heart” number, drawing cheers from employees and guests.
To conclude the formal program, CCWD officially launched its biggest raffle promo of the year and unveiled its official mascot.
The celebration continued after the CAVAWAD General Assembly, with CCWD employees taking part in various singing and dance presentations as one team.
This milestone event served as a meaningful reminder of how far the Cauayan City Water District has come and how much more it can achieve in the years ahead.

CCWD Promotion of Employees
May 4, 2026 I CCWD Employees took their Oath of Office together with General Manager, Engr. Artemio A. Quintero, at the CCWD Board Room. At the oath-taking, General Manager Engr. Quintero shared a valuable reminder: true dedication doesn't automatically clock out at exactly 5:01 PM. Do not race with the clock. Let's continue to lead by example, wrapping up our tasks with care and pride each day.
CCWD NOW ACCEPTS GCASH PAYMENT
CCWD launched its partnership with ECPay on March 1, 2026. 17,000 customers can now pay via GCash and other ECPay partners.
CCWD Board Conducts Pump Station Visits
Following their regular board meeting on September 5, 2025, the CCWD Board of Directors conducted a series of site visits across the District’s infrastructure. They started at the newly established RV Pumping Station, where board members observed the facility's current operations firsthand. The board expressed great satisfaction with the technology of SCADA.
The group then proceeded to the Christine Pumping Station, a visit that offered a moment of historical reflection for Director Galapon and Director Mabagos. During the walkthrough, Director Galapon shared fond memories of the district’s evolution, recalling a time when the board held its regular meetings directly at the station.
The inspection concluded at the Prenza Pumping Station, which was originally designated as the location for the water laboratory but was later moved to the Barbers Pumping Station.
